Morero letter lays bare discrepancies in claims made by suspended RAF exec

RAF executive Sefotle Modiba resigned as director of treasury at the City of Johannesburg during disciplinary hearings where he was accused of misconduct. The City of Johannesburg has since denied Modiba’s claims that the separation was mutual.

A letter sent by Johannesburg Mayor Dada Morero to the Standing Committee on Public Accounts (SCOPA) has laid bare discrepancies in claims made by the suspended chief investment officer (CIO) at the Road Accident Fund (RAF) about his split with the municipality before joining the embattled entity.

On Saturday, Modiba and suspended CEO Collins Letsoalo held a media briefing in Pretoria, deeming their suspensions from the RAF baseless, making further allegations that the judiciary enabled corruption at the state-funded entity.

Modiba previously said he had left the City of Johannesburg under a mutual understanding before joining the entity.

He added that the charges of misconduct the city had against him had been withdrawn, and that he did not see the need to inform the RAF that he had faced prior charges.

Modiba was suspended earlier in 2025, after SCOPA flagged that he had been dishonest to the RAF about his departure from the city.

SCOPA chairperson Songezo Zibi said, “They both lied – he lied there, Letsoalo lied there. We asked Letsoalo if he checked, and he said he did not check, and that became the issue at the commit, so we checked for them.”

The letter by Morero said Modiba proposed a mutual separation but the city refused, wanting to proceed with the disciplinary process against him.

Modiba later resigned before the disciplinary processes could be concluded.
